The Foundation is pleased to award the Institute of Medicine a grant of $945,000 to define opportunities to reduce the costs of health care in the United States by hosting a series of meetings at the National Academies aimed at: (a) fostering insight and agreement on the most important elements of value in health care; (b) reducing waste and inefficiency in the health care system; and (c) improving the focus on delivering care proven to work. It is anticipated that these meetings will contribute to a clearer understanding of some of the specific ways in which current health care costs can be reduced, without compromising - and even improving - - the health outcomes for Americans.
A number of policy levers are potentially available to begin to change these dynamics - e.g., coverage and reimbursement policies; organization and governance of care as part of health care reform proposals; information/transparency policies as change agents; regulatory policies on introduction and monitoring of diagnostic and treatment interventions. To use these levers successfully, a better understanding is needed of specific opportunities for cost reduction, agreement is needed on the elements of the value proposition by which to gauge the contribution of health care, and an ongoing public discussion is needed on health financing and delivery system reform. These public meetings are proposed to explore the elements of the problem and identify and discuss possible solutions.
The Institute of Medicine was established in 1970 under the charter of the National Academy of Sciences to serve as advisor to the nation to improve health by providing independent, objective, evidence-based advice to policymakers, health professionals, the private sector, and the public.
