With a grant provided by PGPF, the
Institute for Advanced Policy Solutions at Emory University has established a Center for Entitlement Reform, which will conduct vital research and analysis related to health care. The Center has three key goals: identify the factors responsible for the rise in federal entitlement spending; link new approaches in financing, payment and care delivery that can lower costs while maintaining—or improving—health outcomes; and present the options to key policymakers in Congress and the White House, along with state governments, business leaders, the public and the media. The Center’s mission is enormously challenging as solutions to the rise in federal health care spending have proved elusive. So far, most of the options have focused on shifting costs, including proposals to increase the age and income thresholds for receiving benefits. These approaches, however, do not address the root causes of out-of-control health care spending. The Center seeks to provide innovative, evidence-based approaches, with the ultimate goal of influencing government health care policy.
