The March 2023 Fiscal Confidence Index, Modeled after the Consumer Confidence Index, is 42 (100 is Neutral)
NEW YORK (March 30, 2023) — Amid high inflation, instability in the banking sector, rising interest costs and an unresolved debt ceiling deadline, the U.S. Fiscal Confidence Index dropped two points this month, with voters across party lines remaining deeply concerned about America’s unsustainable national debt. The latest monthly poll, modeled after the Consumer Confidence Index, is 42 (100 is neutral), indicating voters want lawmakers to take action on revenue and spending solutions to add stability and strength to the fiscal outlook.
Voters’ belief that the national debt should be a top-three priority for the president and Congress remains strong (80% agree/15% disagree). That sentiment is consistent across party lines, including 77% of Democrats, 74% of independents, and 89% of Republicans. Additionally, 82% of voters say their concern about the debt has increased and the president and Congress should spend more time on solutions.
“Voters understand that making progress on our national debt would help their economic prospects,” said Michael A. Peterson, CEO of the Peterson Foundation. “Improving our fiscal health would provide greater stability and security as policymakers navigate a complex mix of economic conditions including high inflation, recession risks, rising interest costs and more. Further, stabilizing our national debt would bolster our ability to deal with critical challenges to our future from climate change to healthcare to national security. All policy options should be on the table for lawmakers to take action on this critical challenge for voters.”
The Fiscal Confidence Index measures public opinion about the national debt by asking six questions in three key areas:
The survey results from these three areas are weighted equally and averaged to produce the Fiscal Confidence Index value. The Fiscal Confidence Index, like the Consumer Confidence Index, is indexed on a scale of 0 to 200, with a neutral midpoint of 100. A reading above 100 indicates positive sentiment. A reading below 100 indicates negative sentiment.

The Peter G. Peterson Foundation commissioned this poll by the Global Strategy Group and North Star Opinion Research to survey public opinion on the national debt. The online poll included 1,000 registered voters nationwide, surveyed between March 20, 2023 and March 22, 2023. The poll has a margin of error of +/- 3.1%. The poll examined voters’ opinions on the national debt, political leadership, and America’s fiscal and economic health.
